usaa letter of instruction: Chemical Warfare in World War I Charles E Heller, 2018-09-16 This Leavenworth Paper chronicles the introduction of chemical agents in World War I, the U.S. Army's tentative preparations for gas warfare prior to and after American entry into the war, and the AEF experience with gas on the Western Front. Chemical warfare affected tactics and almost changed the outcome of World War I. The overwhelming success of the first use of gas caught both sides by surprise. Fortunately, the pace of hostilities permitted the Allies to develop a suitable defense to German gas attacks and eventually to field a considerable offensive chemical capability. Nonetheless, from the introduction of chemical warfare in early 1915 until Armistice Day in November, 1918, the Allies were usually one step behind their German counterparts in the development of gas doctrine and the employment of gas tactics and procedures. In his final report to Congress on World War I, General John J. Pershing expressed the sentiment of contemporary senior officers when he said, Whether or not gas will be employed in future wars is a matter of conjecture, but the effect is so deadly to the unprepared that we can never afford to neglect the question. General Pershing was the last American field commander actually to confront chemical agents on the battlefield. Today, in light of a significant Soviet chemical threat and solid evidence of chemical warfare in Southeast and Southwest Asia, it is by no means certain he will retain that distinction. Over 50 percent of the Total Army's Chemical Corps assets are located within the United States Army Reserve. This Leavenworth Paper was prepared by the USAA Staff Officer serving with the Combat Studies Institute, USACGSC, after a number of requests from USAA Chemical Corps officers for a historical study on the nature of chemical warfare in World War I. Despite originally being published in 1984, this Leavenworth Paper also meets the needs of the Total Army in its preparations to fight, if necessary, on a battlefield where chemical agents might be employed. |

Due to the evolution of electronic systems, combined with the need to save time, energy, and money, DoD plans to replace paper delivery of servicemember separation information with electronic delivery. A timely analysis is critical to ensure DoD is best positioned to optimize and effectively orchestrate this opportunity. Clear, authoritative information on characterization of service and reasons for separation is critical for individuals as they re-enlist, change duty status, or transfer into civilian employment; for dependents and survivors; for government agencies that adjudicate veteran status and benefits; and for military departments, as they move toward fully integrated digital databases. DoD's DD Form 214 has existed since the 1950s, when it standardized information across the services by replacing service-level forms. The form is largely unchanged since that time and has remained the defining document to verify a servicemember's discharge from active duty. As electronic information supplants paper, information provided by the services must continue to meet the important purposes of DD Form 214. To ensure consistency across the services and avoid omission of critical information, DoD needs an in-depth analysis of the current use of DD Form 214 to identify ways in which it could be improved to meet the diverse needs of the numerous organizations and individuals who use and depend on it. |

General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman. |

The Form, first used in the 1980s, covers liabilities for catastrophes such as serious explosions or mass tort litigation and is now widely used by insurance companies. It is unusual in that it includes a clause requiring disputes to be arbitrated under English procedural rules in London but, surprisingly, subject to New York substantive law.
