twic eligibility assessment in progress: Transportation Worker Identification Credential Stephen M. Lord, 2011-08 The Transportation Security Admin. and the U.S. Coast Guard manage the Transportation Worker Identification Credential (TWIC) program, which requires maritime workers to complete background checks and obtain a biometric identification card to gain unescorted access to secure areas of regulated maritime facilities. This report evaluated the extent to which: (1) TWIC processes for enrollment, background checking, and use are designed to provide reasonable assurance that unescorted access to these facilities is limited to qualified individuals; and (2) the effectiveness of TWIC has been assessed. This is a public version of a sensitive report. Information deemed sensitive has been redacted. Illustrations. This is a print on demand report.

twic eligibility assessment in progress: Collaborative capacity development to complement stroke rehabilitation in Africa Quinette Louw, 2020-12-31 This scholarly book focuses on stroke in Africa. Stroke is a leading cause of disability among adults of all ages, contributing significantly to health care costs related to long term implications, particularly if rehabilitation is sub-optimal. Given the burden of stroke in Africa, there is a need for a book that focuses on functioning African stroke survivors and the implications for rehabilitation within the African context. In addition, there is a need to progress with contextualised, person-centred, evidence-based guidance for the rehabilitation of people with stroke in Africa, thereby enabling them to lead socially and economically meaningful lives. The research incorporated in the book used a range of primary and secondary methodological approaches (scoping reviews, systematic reviews, meta-analyses, descriptive studies, surveys, health economics, and clinical practice guideline methodology) to shed new insights into African-centred issues and strategies to optimise function post-stroke.

twic eligibility assessment in progress: Criminal Justice and Mental Health Jada Hector, David Khey, 2018-04-18 This textbook provides an overview for students in Criminology and Criminal Justice about the overlap between the criminal justice system and mental health. It provides an accessible overview of basic signs and symptoms of major mental illnesses and size of scope of justice-involved individuals with mental illness. In the United States, the criminal justice system is often the first public service to be in contact with individuals suffering from mental illness or in mental distress. Those with untreated mental illnesses are often at higher risk for committing criminal acts, yet research on this population continues to shed light on common myths – such a prevailing assumption that those with mental illness tend to commit more violent crimes. Law enforcement agents may be called in as first responders for cases of mental distress; and due to a lack of mental health facilities, resources, and pervasive misconceptions about this population, those with mental illness often end up in the corrections system. In this environment, students in Criminology and Criminal Justice are likely to encounter those with mental illness in their future career paths, and need to be prepared for this reality. This timely work covers the roles of each part of the criminal justice system interacting with mentally ill individuals, from law enforcement and first responders, social services, public health services, sentencing and corrections, to release and re-entry. It also covers the crucial topic of mental health for criminal justice professionals, who suffer from high rates of job stress, PTSD, and other mental health issues. The final section of the book includes suggestions for future research. This work will be of interest to students of criminology and criminal justice with an interest in working in the professional sector, as well as those in related fields of sociology, psychology, and public health. It will also be of interest to policy-makers and practitioners already working in the field. The overall goal of this work is to inform, educate, and inspire change.

twic eligibility assessment in progress: Unlocking the Power of Networks Stephen Goldsmith, Donald F. Kettl, 2009-12-01 A Brookings Institution Press and Ash Center for Democratic Governance and Innovation publication The era of strict top-down, stovepiped public management in America is over. The traditional dichotomy between public ownership and privatization is an outdated notion. Public executives have shifted their focus from managing workers and directly providing services to orchestrating networks of public, private, and nonprofit organizations to deliver those services. Unlocking the Power of Networks employs original sector-specific analyses to reveal how networked governance achieves previously unthinkable policy goals. Stephen Goldsmith and Donald F. Kettl head a stellar cast of policy practitioners and scholars exploring the potential, strategies, and best practices of high-performance networks while identifying next-generation issues in public-sector network management. They cover the gamut of public policy issues, including national security, and the book even includes a thought-provoking look at how jihadist terrorists use the principles of network management to pursue their goals.   twic eligibility assessment in progress: Airline Passenger Security Screening National Research Council, Division on Engineering and Physical Sciences, National Materials Advisory Board, Commission on Engineering and Technical Systems, Panel on Passenger Screening, Committee on Commercial Aviation Security, 1996-06-19 This book addresses new technologies being considered by the Federal Aviation Administration (FAA) for screening airport passengers for concealed weapons and explosives. The FAA is supporting the development of promising new technologies that can reveal the presence not only of metal-based weapons as with current screening technologies, but also detect plastic explosives and other non-metallic threat materials and objects, and is concerned that these new technologies may not be appropriate for use in airports for other than technical reasons. This book presents discussion of the health, legal, and public acceptance issues that are likely to be raised regarding implementation of improvements in the current electromagnetic screening technologies, implementation of screening systems that detect traces of explosive materials on passengers, and implementation of systems that generate images of passengers beneath their clothes for analysis by human screeners.
twic eligibility assessment in progress: Reform of Higher Education in Europe J. Enders, H.F. de Boer, D.F. Westerheijden, 2011-10-21 The volume ‘Reform of Higher Education in Europe’ is published in celebration of CHEPS’ 25th anniversary. All contributors to this book are working at CHEPS, and bring their extensive knowledge of the deep-seated reforms and changes to the field of higher education and research over the last 25 years. The chapters are each devoted to a detailed policy analysis deeply rooted in CHEPS’ quarter-century programme of theoretical and empirical research. Some contributions cover key themes of concern since CHEPS’ early years, including state-university relationships, quality assurance and funding. Other contributions cover more contemporary higher education policy issues, including European reform initiatives (innovation, the Bologna Process, doctoral training and the Erasmus programme) and debates around higher education institutions’ evolving functions, including the university’s third mission and the research function of universities of applied sciences. What unifies all chapters is their recognition that policy success is dependent on smart implementation grounded in a comprehensive understanding of highly complex policy processes. The book as a whole offers clear descriptions and analyses of how policy processes are implemented through co-ordinated institutional and stakeholder interventions. This volume seeks to enhance academic and policy-maker understanding of Europe’s evolving higher education system as it emerges as a cornerstone of the contemporary knowledge society.

twic eligibility assessment in progress: Port Economics Wayne K. Talley, 2017-12-15 Port Economics is the study of the economic decisions (and their consequences) of the users and providers of port services. A port works as an engine for economic development. This book provides a detailed discussion of port freight service users, such as freight water and land carriers, that have their ships and vehicles serviced and their cargoes unloaded by ports, as well as passenger services such as ferry carriers which are serviced by ferry passenger ports. This text continues to enhance our understanding of port economics by exploring the economic theories, supply and demand curves, and the actual and opportunity costs relating to the carriers, shippers and passengers who use ports. This new edition has been updated throughout. This includes: An expanded discussion of container, break-bulk, dry-bulk, liquid-bulk and neo-bulk ports; An introduction of port service chains, hinterland transport chains, maritime transport chains and port multi-service congestion; A discussion of seaborne trade, dry ports, port centrality and connectivity and free trade zones. This updated and comprehensive introduction to port economics will be of benefit to students and researchers in their study of port economics and management. It is also of great importance to professionals who manage and operate ports as well as freight and passenger carriers.
twic eligibility assessment in progress: Small Vessel Security Strategy U. S. Department U.S. Department of Homeland Security, 2014-09-04 Since the terrorist attacks of September 11, 2001, maritime security efforts have focused primarily on large commercial vessels, cargoes, and crew. Efforts to address the small vessel environment have largely been limited to traditional safety and basic law enforcement concerns. Small vessels are, however, readily vulnerable to potential exploitation by terrorists, smugglers of weapons of mass destruction (WMDs), narcotics, aliens, and other contraband, and other criminals. Small vessels have also been successfully employed overseas by terrorists to deliver Waterborne Improvised Explosive Devices (WBIEDs). Law enforcement agencies face the challenge of distinguishing between the vast number of legitimate vessel operators and the relatively few individuals engaged in illicit activities. The challenge is immense, as it involves nearly 13 million registered U.S. recreational vessels, 82,000 fishing vessels, and 100,000 other commercial small vessels. On any given day, a considerable number of these boats share waterways with commercial and military traffic, operating at hundreds of U.S. ports and in the immediate vicinity of critical maritime infrastructure, including bridges and waterfront facilities such as petrochemical plants. More information concerning small vessels is needed to improve the proper assessment of the risk posed by these vessels. The challenge is to balance the collection of requisite information necessary for proper assessment of risk posed by these vessels, with the freedom of the seas expected by the small boating community.
twic eligibility assessment in progress: Literature on Personnel Vetting Processes and Procedures David Stebbins, Sina Beaghley, Ashley L. Rhoades, 2019-12-15 U.S. government vetting processes and procedures for public trust and national security positions are evolving to improve their effectiveness and to incorporate new technological capabilities. The rise of social media and other sources of information not historically used for vetting purposes are increasingly enhancing legacy vetting systems that otherwise might not uncover a prospective government employee's or contractor's propensity to cause harm to national security institutions. This reform effort is intended to protect government systems, information, and assets by ensuring aligned, effective, efficient, secure, and reciprocal processes to support a trusted federal workforce. The authors researched, reviewed, and assembled a selected bibliography of relevant literature related to government and other relevant vetting processes and procedures. The bibliography is organized into 13 categories, each containing a short summary and analysis of the respective literature. The bibliography addresses current U.S. government practices, policies, and procedures, as well as those of the United States' Five Eyes (FVEY) community partners (the United Kingdom, Australia, New Zealand, and Canada), and it also highlights research conducted by others within the private sector and by academic institutions.

twic eligibility assessment in progress: Bipolar Disorder Vulnerability Jair Soares, Consuelo Walss-Bass, Paolo Brambilla, 2018-06-12 Bipolar Disorder Vulnerability: Perspectives from Pediatric and High-Risk Populations synthesizes our current understanding of high-risk and pediatric populations to aid readers in identifying markers of vulnerability for the development of bipolar disorder, with an ultimate goal of the development of drug targets and other therapies for early diagnosis and treatment. The book provides readers with an understanding of biological and environmental factors influencing disease manifestation that will aid them in defining discrete clinical stages and, importantly, establish an empirical basis for the application of novel therapeutics in a phase of illness during which specific treatments could more effectively alter disease course. Whereas most of the literature available on the pathophysiological mechanisms of bipolar disorder focuses on chronically ill adult individuals, this represents the only book that specifically examines pediatric and high-risk populations. An estimated 30 to 60 percent of adult bipolar disorder patients have their disease onset during childhood, with early-onset cases representing a particularly severe and genetically loaded form of the illness.
