The underlying weakness of monarchical government in Massachusetts was the absence of monarchical society -- the intricate web of patronage and dependence that existed in England. But the conflict came from the colonists' conception of rulers as an alien class of exploiters whose interest was the plundering of the colonies. The author explicates the meaning of interest in political discourse to show how that conception was central in the thinking of both the popular party and the British ministry. Instead of radical revolution and liberty, they believed that amelioration—defined by them as gradual progress through the mitigation of social or political evils such as slavery—was the best means of driving the development and expansion of New World societies. Butler depicts settlers pursuing sophisticated provincial politics that ultimately sparked revolution and a new nation; developing new patterns in production, consumption, crafts, and trades that remade commerce at home and abroad; and fashioning a society remarkably pluralistic in religion, whose tolerance nonetheless did not extend to Africans or Indians. Here was a society that turned protest into revolution and remade itself many times during the next centuries -- asociety that, for ninety years before 1776, was becoming America.
