International Conference, 1992 How do civility and citizenship, aspects of the individual's attachment to a liberal democratic society, affect the nature and future of that society? This book reminds us of the fragility of a good political order and the complexities of maintaining liberal democracy, even when actions of citizens are wise and virtuous. Professor Banfield states that history and reflection tell us that a majority may tyrannize cruelly over a minority. What we want is not majority rule simply, but majority rule plus the protection of certain rights that pertain to individuals. This is the difference between democracy and liberal democracy; in the latter there is a private sphere into which the governing authority may not intrude. Citizenship implies a sense of shared responsibility for the conduct of a regime; a regime is fully liberal but less than fully democratic if rights are protected but significant numbers of persons are denied, or decline to accept and exercise, the duties of citizenship. It will be found that by this test the number of nations that approach the ideal of liberal democracy - that are at once very liberal and democratic - is painfully small and that the most liberal are not those in which citizenship is most widely held and exercised. If a liberal democratic society is to continue as such there must be widely respected institutions, practices, and modes of thought that encourage or demand the making of concessions where necessary to preserve the degree of harmony without which the society could not continue as a going concern. The obligation of the citizen to obey the law is one such safeguard of order. The idea of civic virtue is another. Civility, the culturally ingrained willingness to tolerate behavior that is offensive, is yet another. The first chapter by Edward Shils distinguishes the civil person and the state and points to conditions of modern life that threaten to erode civility and endanger liberal democracy. Katherine Auspitz tells how certain British and continental writers in the eighteenth and nineteenth century sought to encourage the motivations they deemed essential for a free society. Charles Kesler describes the American founders' conception of public interest. Clifford Orwin views this subject in the contrasting lights of ancient and modern philosophy. Robert Goldwin maintains, through an examination of the American experience, that the tension between rights and democracy and between rights and citizenship renders liberal democracy impossible except as civility intervenes. Assisted by the ample computing power in today's servers, desktops, and laptops, smoothing methods have been finding their ways into everyday data analysis by practitioners. While scores of methods have proved successful for univariate smoothing, ones practical in multivariate settings number far less. Smoothing spline ANOVA models are a versatile family of smoothing methods derived through roughness penalties, that are suitable for both univariate and multivariate problems. In this book, the author presents a treatise on penalty smoothing under a unified framework. Methods are developed for (i) regression with Gaussian and non-Gaussian responses as well as with censored lifetime data; (ii) density and conditional density estimation under a variety of sampling schemes; and (iii) hazard rate estimation with censored life time data and covariates. The unifying themes are the general penalized likelihood method and the construction of multivariate models with built-in ANOVA decompositions. Extensive discussions are devoted to model construction, smoothing parameter selection, computation, and asymptotic convergence. Most of the computational and data analytical tools discussed in the book are implemented in R, an open-source platform for statistical computing and graphics. Suites of functions are embodied in the R package gss, and are illustrated throughout the book using simulated and real data examples. This monograph will be useful as a reference work for researchers in theoretical and applied statistics as well as for those in other related disciplines. It can also be used as a text for graduate level courses on the subject. Take the sensational fantasies and lurid antics of single women on Sex in the City or young men on Queer as Folk, and you might imagine the city as some kind of sexual playground—a place where you can have any kind of sex you want, with whomever you like, anytime or anywhere you choose. But in The Sexual Organization of the City, Edward Laumann and company argue that this idea is a myth. Drawing on extensive surveys and interviews with Chicago adults, they show that the city is—to the contrary—a place where sexual choices and options are constrained. From Wicker Park and Boys Town to the South Side and Pilsen, they observe that sexual behavior and partnering are significantly limited by such factors as which neighborhood you live in, your ethnicity, what your sexual preference might be, or the circle of friends to which you belong. In other words, the social and institutional networks that city dwellers occupy potentially limit their sexual options by making different types of sexual activities, relationships, or meeting places less accessible. To explain this idea of sex in the city, the editors of this work develop a theory of sexual marketplaces—the places where people look for sexual partners. They then use this theory to consider a variety of questions about sexuality: Why do sexual partnerships rarely cross racial and ethnic lines, even in neighborhoods where relatively few same-ethnicity partners are available? Why do gay men and lesbians have few public meeting spots in some neighborhoods, but a wide variety in others? Why are African Americans less likely to marry than whites? Does having a lot of friends make you less likely to get a sexually transmitted disease? And why do public health campaigns promoting safe sex seem to change the behaviors of some, but not others? Considering vital questions such as these, and shedding new light on the city of Chicago, this work will profoundly recast our ideas about human sexual behavior.
