Are immigrant children, who have recently come to the U.S., supposed to assimilate into English as fast as possible or should they maintain their native language when entering the American school system? Unfortunately, current English immersion and English as a Second Language (ESL) programs tend to choose the first option. In most cases, minority language students (those who speak a language other than English) are placed in programs which are of a subtractive nature: Rapid transition into the English language not only replaces the native language of these children, but also neglects the culture and heritage connected with that language. Besides this serious concern for minority language students, there is another problem with lan-guage learning in the U.S.: Language majority students (those who only speak Eng-lish) receive an average of two years of foreign language instruction in high school, which does not even come close to develop fluency (Frengel: 2003: 47). A program which has the potential to solve this problem is the so-called Two-Way Immersion Program (TWI). One of the most pressing discussions surrounds differentiated provision – ensuring that the varying needs of children with language impairment, typical second language learners, and mother-tongue speakers with significant socioeconomic or linguistic disadvantages are all met. Overall, the book explores the challenges currently facing the sector, particularly with regard to training and professional development for practitioners, and the provision of appropriate materials in less widely used languages. Given the documented benefit of high quality immersion pre-schooling, this book fulfils an urgent need to increase the recognition of the sector. The immersion programs evaluated include three major alternatives: (1) the early total French immersion programs of the Carleton, Ottawa, and Toronto Boards of Education; (2) the early partial French immersion program of the Elgin County Board of Education; and (3) the late partial French immersion program of the Peel County Board of Education. Reference is also made to evaluations of similar immersion programs evaluated by other researchers in Ontario and throughout Canada. The report includes a description of the programs and information on the characteristics of some other bilingual education programs found in Ontario. In addition, the following information is provided: (1) discussion of the specific research questions and the research design; (2) presentation of the evaluation findings concerning the linguistic effects; (3) presentation of the findings on the academic effects; and (4) discussion of some social and psychological dimensions of French immersion programs.
